The developer behind plans for a new 18-story luxury condominium project on Pensacola Beach is asking the Santa Rosa Island Authority for conceptual approval of the project.

The Gulf front land where the project is proposed is between Hampton Inn and Crabs restaurant. It’s owned by H&S Development, which also owns Hampton Inn and is an affiliate company of Innisfree Hotels.

Innisfree Hotels President and CEO Ted Ent said the 18-story tower would have two parking decks and 16 floors. Three floors will have two condominium units per floor and 10 floors with one unit per floor.

The project was initially approved in February 2022 and included 89 hotel rooms plus condos. However, the new plan does not include any hotel rooms, and the change necessitates re-approval of the conceptual plan.

"What we are presenting currently is a variation on that previously approved concept where we remove the 89 hotel rooms, incorporate the parking inside the footprint for the 16 condominium units, and only build the 16 condominium units," Ent said.

SRIA Board member Bruce Childers said he has not yet studied the development project, but he has received numerous complaints from residents who oppose it, primarily due to fears of increased beach traffic and density.

“I've heard comments from the homeowners out there, and I'm waiting for more input on this,” Childers said.

SRIA Director Mike Burns said he has also heard from people who are concerned about increased density, but the redesign would actually bring less traffic than the original approved project.

“It's well within the density requirements that we have on the beach,” Burns said. “Now, the 89 hotel rooms go away, and it's just 16 floors of condos with no more than one to two condos per floor, so it definitely has less of an impact because you don't have 89 hotel rooms and packing two, four, six people into hotel rooms.”

He said the 18-story building will be about as tall as the Hilton on Pensacola Beach.

Burns said the request for conceptual approval was pulled from a recent SRIA board meeting because one board member's recusal would have left an insufficient number of members for a vote on the project.

He said it will now be on the agenda for a SRIA Committee meeting scheduled for Sept. 9 and on the SRIA’s regular board meeting agenda scheduled for Sept. 23.

New $100M Innisfree hotel could be last built on Pensacola Beach

She said they have no issue with the project as it’s currently presented.

“To my understanding, to date, we have not found that they're asking for any waivers or variances and if-when those come out, we'll review it,” Dorfman said. “We respect the commercial core being a commercial area. As long as he's not asking for waivers and is doing things by the book, then we have no problem with the project.”

In 2022, Innisfree Hotels presented a $60 million conceptual plan for the property that included 89 hotel rooms, 16 luxury condos, a pool deck and bar, a parking garage and a controversial rooftop helipad.

At the time, some community members pushed back on plans for a helipad, and the SRIA board voted unanimously against the feature, effectively removing the helipad from the approved project concept.

In July 2026, Innisfree Hotels celebrated the groundbreaking of its newest hotel on Pensacola Beach, the Hampton Inn.

Developers say the $100 million, 215-room hotel is the last major beachfront hotel development in the area, and replaces the old Hampton Inn. It will be Innisfree's sixth hotel and 11th operating property on Pensacola Beach.

Ent said Innisfree is exploring an independent brand for the existing Hampton Inn. He said it will also undergo a significant renovation, with a major pool deck upgrade and plans for a wave pool, a large swimming pool with a water slide and a new pool bar and grill.

He added these upgrades are comparable to recent high-end pool developments at other local properties like the Fairfield by Marriott, Holiday Inn Resort, and Hilton.

"It's another example of the bright future our community has," Ent said. "Pensacola Beach won the best beach in America with Conde Nast readers this year, and our guests continue to have positive experiences and their feedback increases year over year. We felt like it was a good time to make additional investment into our assets on the beach to further enhance the guest experience."

The proposed conceptual change to the new luxury condo development project will be discussed at the SRIA Committee meeting on Sept. 9 and the board meeting on Sept. 23. Both begin at 5 p.m. at 1 Via de Luna Drive, Pensacola Beach.

A popular Florida beach community is weighing tighter rules for its short-term vacation rentals after full-time residents have raised concerns about visitors' noise, overflowing trash and parking complications.

The proposal under consideration for Pensacola Beach could create a registry for vacation rentals. It could require owners to designate someone who can be reached 24/7 when problems arise, according to reports.

Rhonda Dorfman, president of Pensacola Beach Advocates and a full-time resident of the island, told Fox News Digital that one concern is giving law enforcement a clear point of contact when complaints are made at rental properties.

"The sheriff's deputies have a very difficult time finding out who's in charge here," Dorfman said, noting that calls can involve complaints about noise and underage drinking.

She said many problems are tied to larger vacation homes that can accommodate dozens of guests.

"It's not the three- and four-person families that come out to the beach," Dorfman said.

Instead, she said, some homes "sleep 30 or 40 people — and that is where we're getting the problems."

Large groups can also put pressure on parking and trash collection, she said.

"If you have a home that sleeps 30 or 40 people, even if you put five people in a car, that's six cars," Dorfman said.

Trash left outside between guest checkouts and scheduled collection days has also become a concern, she indicated.

"That trash sits out there in the heat. It stinks. It's ugly," she said.

Noise can become another issue at night, with Pensacola Beach's noise ordinance taking effect at 10 p.m., according to Dorfman.

Still, she noted that vacationers come to Pensacola Beach to enjoy themselves during the summer.

"You work 50 weeks out of the year, you save up for your vacation, and you want to have a good time," she said.

"We know you're here on vacation, and we want you to have a wonderful time, but you are in a residential community," Dorfman said.

Online discussions reveal the competing perspectives on tourism.

Some Reddit commenters have pushed back against criticism of visitors, pointing to the economic activity that tourism brings to the Pensacola area.

Other commenters highlighted the appeal of visiting Pensacola Beach despite its crowds.

"The beaches are beautiful," another commenter wrote, while advising travelers to "pack your patience" when the area becomes particularly busy.

"We don't want to get rid of short-term rentals."

Dorfman emphasized that the residents who support additional rules are not seeking to eliminate vacation rentals.

"We don't want to get rid of short-term rentals," she said. "We want our low-density residential communities to still feel like a community."

She said officials are looking at regulations used in other Florida communities, including Gulf Breeze, Anna Maria Island and Panama City, as they consider what could work for Pensacola Beach.

PENSACOLA BEACH, Fla. -- Pensacola Beach is now full in terms of hotel development.

Friday morning, Innisfree Hotels broke ground on a Hampton Inn and Suites Hotel on Via De Luna Drive. The Island Authority says the parcel was the last remaining piece of land that could house a hotel.

The site is the former home of the Clarion Hotel, which was destroyed by Hurricane Ivan.

The new hotel is going to be 185,000 square feet with 215 rooms.

It will have a large pool with water slides and lazy river, and a two-story restaurant and bar.

"When we acquired this property in 2021, we knew that whatever we did here it had to be really special," said Ted Ent, CEO of Innisfree Hotel. "We spent a long time designing and redesigning the building. Deep thinking how we wanted to do the food and beverage, how we wanted to design the pool deck. Realizing there's no waterslides out here, so we decided to add a waterslide complex."

"With the tax revenue they are anticipating over $16 million in additional tax revenue for Escambia County," said Ashlee Hofberger, district 4 commissioner. "That's going to be split by SRIA fees and property taxes , the LOST if that renews, and also the heads in bed tax -- the tourism development tax."

Construction on the hotel will begin on Monday with completion expected in early 2028.

The hotel will bring about 150 new jobs.

"Between Escambia County and Santa Rosa County, all of those jobs will come from there," Ent said. "We're a company that really promotes from within. Almost any general manager, assistant manager, director of sales at the home office, we're all promoted from within within the company. "

"It's a $100 million investment that I'm making and the Innisfree is making into the community," said Julian MacQueen, chairman and founder of Innisfree Hotels. "That $100 million will generate taxes and employment and create this lovely ripple effect throughout the community."

For years, Pensacola Beach has had issues with summer traffic gridlock and limited parking.

County leaders say those concerns were part of the planning process.

"All of the parking this facility will need will be on site," Hofberger said. "So they will have enough parking for not only their workers, but also anyone who comes and stays at the hotel."

While the hotel will be the most expensive on the beach, Innisfree says room rates will be competitive with other hotels out on the beach.

"This is our last opportunity to do something special on the beach," Ent said. "We know the reputation of the beach and the level of service the entire community gives our visitors will be more of an attractant for the guests who want to come here."
